The Accra High Court has granted a request to adjust the bail reporting conditions of former National Service Authority Executive Director Osei Assibey Antwi, allowing him to check in with security authorities in Kumasi rather than making the trip to Accra each time.
The ruling was handed down on Monday, April 13, 2026, by Justice Kizita Naa Koowa Quarshie, who granted the application after the prosecution raised no objections. Osei Assibey Antwi will now report to the Bureau of National Intelligence office in Kumasi instead of the BNI’s Accra office, a variation his defence counsel, Ralph Poku-Adusei, had specifically prayed for on behalf of his client.
The bail variation was one of two significant outcomes from Monday’s sitting. The court also adjourned the main trial to Wednesday, May 13, 2026 at 1:30 pm, after prosecutors informed the court that while they had filed disclosures comprising approximately 49 documents with attachments that morning, a further set of documents had yet to be finalised. Prosecutor Dufie Prempeh requested one to two weeks to complete the process.
The defence pushed back on what it considered an insufficient timeline. Poku-Adusei, who also serves as the Member of Parliament for Bekwai, argued that the prosecution had already taken considerable time to prepare the disclosures and that the defence would need adequate time to properly study them once served. Justice Quarshie sided with a middle ground, granting three weeks and urging the state to serve the defence in a timely manner.
Osei Assibey Antwi, who has pleaded not guilty to all 21 counts against him, remains on bail under conditions that include reporting to the BNI on the first and third Wednesdays of every month, surrendering his passports, and remaining on the watch list.
The charges against him relate to an alleged ghost names scandal at the NSA, with the state accusing him of causing financial loss to the tune of over GH¢431.8 million.
