The National Communications Authority (NCA) has announced a complete overhaul of the country’s SIM registration system, describing the move as a full reset rather than a continuation of the flawed 2021 process. Communications Minister Samuel Nartey George confirmed that the new framework is designed to address weaknesses in biometric enforcement, data inconsistencies, and widespread registration fraud.
Under the revamped system, biometric verification will be mandatory for all SIM cards, and the NCA will serve as the central repository for registration data. A Central Equipment Identity Register (CEIR) will also be introduced, allowing stolen or fraud-linked devices to be blocked across networks, strengthening overall device security.
The announcement coincided with updates on 5G deployment, with the Cabinet approving a competitive spectrum auction to replace the previous exclusive wholesale model. The revised framework aims to ensure that all telecom operators can deploy 5G fairly, preventing market distortion while encouraging investment in network upgrades.
Telecom operators welcomed the reset but emphasized the need for reasonable spectrum pricing, predictable policies, and efficient regulatory approvals. The NCA and operators have agreed to technical engagements to finalise implementation plans for both the SIM registration overhaul and the 5G auction.
With the system reset, the NCA signals a firm commitment to credible registration and robust digital infrastructure.
