The Minority in Parliament has called for the immediate resignation or dismissal of the Attorney General and Minister for Justice, Dr Dominic Ayine, alleging that he mishandled the release of GH¢350 million from the Contingency Fund for victims of the recent floods.
The caucus argues that the withdrawal may have breached a court order as well as Ghana’s public financial management laws, claiming the Contingency Fund was under a garnishee order when the money was disbursed.
According to the Minority, the Attorney General should have first taken legal steps to lift or set aside the court’s attachment of the fund before approving the withdrawal, rather than authorising the release while the legal restrictions remained in force.
Speaking to journalists, Deputy Minority Leader Patricia Appiagyei criticised the Attorney General for allegedly failing to follow the appropriate legal procedures before approving the disbursement.
“We call on the President, who swore to preserve, protect and defend this Constitution, to relieve him of office without delay,” she said.
She further demanded that both the Attorney General and the Minister for Finance appear before Parliament to present all relevant documents relating to the transaction.
“The Minority accordingly demands the Attorney General and the Minister for Finance to appear before Parliament without delay to lay before the House the garnishee order, the full record of the suit that produced the judgment debt, the letter dated 1st July, 2026, and every correspondence exchanged among the Attorney General, the Ministry of Finance, the Controller and Accountant General’s Department and the Bank of Ghana concerning the attachment, the directives and the withdrawal,” she stated.
The Minority also called on the government to provide evidence supporting its claim that the GH¢350 million withdrawn from the Contingency Fund was used to assist victims of the recent flooding in Accra.
The demand comes amid mounting controversy over the legality of the withdrawal, with the Minority insisting that the government fully disclose the procedures and approvals that led to the release of the funds.
