Government workers whose payroll records do not contain valid National Identification Authority (NIA) details risk having their salaries suspended from September 15, 2026.
The directive was issued by the Controller and Accountant-General’s Department (CAGD) ahead of a planned nationwide employee re-verification exercise.
In a circular dated August 24, 2026, the CAGD instructed Human Resource departments of Ministries, Departments and Agencies (MDAs) to ensure that all employees have accurate NIA numbers recorded in the government payroll system.
The Department said discrepancies uncovered after the introduction of the upgraded Employee Payslip (E-Payslip) system have prevented some workers from accessing their payslips.
It explained that some NIA numbers on the payroll do not correspond with employees’ records at the NIA, while other workers have no NIA information captured on the system.
Controller and Accountant-General Kwasi Agyei warned in a separate notice that employees without valid NIA details on the payroll will have their salaries suspended from September 15.
According to the CAGD, the measure is intended to support the upcoming nationwide employee re-verification exercise.
Human Resource departments have been directed to correct inaccurate NIA numbers and submit the relevant correction applications to the CAGD, accompanied by a cover letter from the head of the institution authorising the changes.
The documents will then be reviewed and validated by the CAGD.
The Department also reminded workers that, under Regulation 9 of the National Identity Register (Amended) Regulations, 2026 (L.I. 2523), employees are no longer required to submit or present physical copies of their NIA cards.
Instead, workers must ensure that their NIA numbers and other identification details are correctly entered into the payroll system through their respective Heads of Human Resources.
Human Resource officers have also been asked to monitor their institutions’ corporate email accounts for lists of employees flagged as having “No NIA” details and take the necessary steps to resolve the issue.
The CAGD has urged both employees and institutions to comply with the directive before the September 15 deadline to prevent interruptions in salary payments.
