Agbodza threatens termination over Enchi

The future of the long-delayed Enchi–Elubo Road project now hangs in the balance after Roads and Highways Minister Governs Kwame Agbodza issued a final ultimatum to the contractor, Top International Construction.

During an inspection of the 71.25-kilometre road project in the Western North Region, the Minister directed the company’s full Board of Directors to appear before the Ministry on Friday, September 18, warning that failure to do so could result in the termination of the contract.

The directive comes amid growing frustration over the pace of work on a project that has remained under construction for more than a decade. Government officials say repeated engagements, warnings and requests for improved performance have yielded little progress.

Mr. Agbodza questioned the contractor’s commitment to completing the project, describing the current state of work as unacceptable given the length of time the company has been on site.

According to the Minister, the upcoming meeting will serve as the contractor’s last opportunity to justify its continued involvement in the project and present a clear plan for completion.

The Enchi–Elubo Road is considered a strategic transport corridor linking communities in the Western North Region to Elubo and Ghana’s western frontier. Delays in its completion have long been a source of concern for road users and residents who depend on the route for economic and commercial activities.

Expressing disappointment with the contractor’s performance, Mr. Agbodza said the Ministry had exhausted its patience after several unsuccessful attempts to get the company to accelerate work.

He alleged that despite receiving substantial payments and multiple directives from government, the contractor had failed to demonstrate the urgency expected on a project of such importance.

The Minister further disclosed that the company’s owner had not personally engaged with the Ministry over concerns surrounding the project, insisting that the board must appear before officials by the stated deadline or face the consequences.

The government has recently intensified inspections of major road projects across the country as part of efforts to ensure contractors meet agreed timelines and deliver value for public funds. The outcome of Friday’s meeting is expected to determine whether Top International Construction remains on the Enchi–Elubo Road project.
