President John Dramani Mahama has appointed Seth Emmanuel Terkper, former Minister for Finance, as the Presidential Adviser on the Economy. In his new role, Terkper will provide strategic counsel on fiscal policy, debt management, and measures to stabilize Ghana’s economy. His appointment comes at a critical time as the country faces economic challenges, including rising inflation, public debt concerns, and a depreciating currency.
Terkper is a seasoned economist with extensive experience in public financial management. A chartered accountant by profession, he holds a Bachelor of Commerce degree from the University of Cape Coast and a Master of Public Administration from Harvard University’s Kennedy School. He served as Ghana’s Minister for Finance and Economic Planning from 2013 to 2017, during which he introduced significant reforms, including the Energy Sector Levy Act (ESLA) to address energy sector debt. He also led the negotiations for Ghana’s Extended Credit Facility (ECF) program with the International Monetary Fund (IMF), which helped stabilize the economy during a challenging period.
Before his ministerial tenure, Terkper worked with the IMF for a decade, serving in various roles, including Senior Economist in the Fiscal Affairs Department. His career also includes consulting roles with the African Development Bank and the United Nations Committee of Tax Experts.
As Presidential Adviser, Terkper will collaborate closely with Finance Minister-Designate Dr. Cassiel Ato Forson to implement policies aimed at driving economic recovery, fostering growth, and boosting investor confidence. His wealth of experience is expected to play a pivotal role in shaping Ghana’s economic direction under the Mahama administration.
