Finance Minister, Dr. Cassiel Ato Forson, is currently delivering the 2025 Mid-Year Budget Review in Parliament today, Thursday, July 24. As part of the government’s constitutional obligation, the presentation provides an update on the country’s fiscal performance for the first half of the year and outlines any revisions to the 2025 economic outlook.
Unlike in previous years, the minister will not be requesting additional funds. The review will focus strictly on updating Parliament and the public on how the government has managed the GH₵293 billion budget approved earlier this year.
Key highlights expected from the presentation include updates on the “Big Push” initiative, which received GH₵10.3 billion in funding, and a breakdown of capital expenditure amounting to GH₵32 billion. The minister is also expected to highlight adjustments to policies based on the actual revenue and spending trends observed so far.c
Ghana’s economy has shown signs of recovery with inflation falling steadily to 13.7% in June. The country recorded 5.3% GDP growth in the first quarter, with non-oil GDP growth at 6.8%. The current account surplus also improved significantly, reaching $3.4 billion.
The Finance Minister has emphasized that the budget review reflects the concerns of the people. He has described it as a response to feedback he received, stating that the review is about taking action and not just making promises. He is also expected to provide progress updates on revenue mobilization, prudent expenditure, debt servicing, and Ghana’s ongoing program with the IMF.
