President John Dramani Mahama has signed into law the repeal of the COVID‑19 Health Recovery Levy, removing the 1 percent surcharge that had been applied to goods, services, and imports since the pandemic. The repeal takes effect from January 2026, offering relief to both households and businesses.
The government says the move aims to reduce the financial burden on citizens and stimulate economic activity. By eliminating the levy, approximately GH¢3.7 billion will be returned to consumers and businesses over the coming year, easing the cost of everyday goods and services.
Small businesses, in particular, are expected to benefit, as the extra cost previously passed on to customers will no longer apply. For households, the repeal provides much-needed relief amid rising living costs and inflation.
As the new law takes effect, attention will turn to ensuring that the reduction is reflected in the prices consumers pay, making the relief tangible for ordinary Ghanaians.
